We want to make you aware of a significant regulatory change that may affect clients sending online betting or gambling-related messaging traffic to Brazil.
On September 25, 2026, the Brazilian government issued a provisional measure prohibiting the operation, offering, intermediation, promotion, and advertising of online betting platforms in Brazil. The measure took immediate effect and establishes a transition period through October 5, 2026, with affected betting websites and applications expected to be taken offline beginning October 6, 2026. The provisional measure remains subject to review and approval by the Brazilian Congress.
To support compliance with the new requirements, Telesign is reviewing its controls for messaging traffic delivered to Brazil. This may include enhanced monitoring or filtering of SMS content associated with online betting and gambling, including promotional messages, sender information, URLs, domains, and other relevant traffic indicators. The internal review was initiated in response to the announced implementation timeline.
Required client action
Clients sending messaging traffic to Brazil should:
Review your SMS use cases, message templates, sender information, URLs, and associated campaigns for any connection to online betting or gambling. Discontinue traffic that may be prohibited under the new measure within the applicable regulatory timeline. Avoid submitting new betting or gambling-related promotional traffic for delivery to Brazil. Consult qualified legal or regulatory counsel to determine how the measure applies to their specific services and activities.
Messages identified as potentially inconsistent with applicable requirements or Telesign policies may be blocked or otherwise restricted. Because the situation continues to develop, additional controls or guidance may be introduced as further information becomes available.
