Regulatory Update:📢 China Mobile - Blocking Phone numbers and Website/URLs in Message contents hosted outside of China

We have recently received new regulations pertaining to China Mobile, specifically concerning the inclusion of phone numbers and website URLs in message content.

#Regulation Scope
- Effective Date: June 1, 2025
- Applicable Traffic: All traffic destined for China (from our perspective, this includes both international and local traffic).
- Note: From the perspective of Chinese operators, "Generic" traffic without any signature registered is still considered "local" traffic to China. Generic traffic serves as a workaround for international traffic and operates on a best-effort basis.

#Regulation Details
1. Content Restrictions
- China Mobile will block any messages containing phone numbers or URLs hosted outside of China.
- Phone numbers with country codes outside of China will be classified as "hosted outside China."
- URLs with IP addresses hosted outside of China will be classified as "hosted outside China."

2. Approval Process for Compliant Content
- Messages containing phone numbers and URLs hosted within China may be delivered, provided that customers:
- Submit the content for review.
- Obtain whitelisting approval prior to sending any traffic.

3. Submission Requirements
- URL Format: Only the second-level domain needs to be declared; a complete link is not required. Examples: domainA.com; domainB.com
- China Telecom Requirements: Each whitelist request per signature may include a maximum of 2 URLs and 2 phone numbers.


Currently, there are no delivery issues associated with this regulation. However, to ensure full compliance with the new requirements, please adhere to the following guidelines:
1. All URLs and/or phone numbers included in your messages must be registered alongside your local signatures. Messages containing unregistered URLs or phone numbers will be blocked from delivery.
2. For traffic using a generic signature, we recommend omitting URLs and phone numbers from your content to avoid potential delivery disruptions.
